I don't think that it should have a ~ in front, as you can easily take the top and bottom apart (without force) to remove excess water. From that POV it is a full fledged part. Some otheer hulls in the library, however have the tilde in front...

Of course using only the assembled part makes more sense

OK. The other hulls have the "~" because they can not be disassembled.
Therefore this one is fine, it is just a normal part.
However, in that case it especially needs to have the origin at its top, as usual.
